Sanction Check (No Paid Vendors)

We screen against public, free sanction lists (OFAC SDN · UN · EU) — no paid AML vendors. Wallet addresses are checked against OFAC's published list of designated wallets. The Chainalysis on-chain oracle is EVM-only, so it does not cover Solana (we query free APIs off-chain when needed). PEPs are not blocked automatically; the foundation reviews them manually.

Cost Design — Lazy Binding

We don't create an on-chain attestation account per wallet at onboarding. It's lazily created on the first actual on-chain action (vote, transfer). → No rent for inactive wallets.
